VIII. Locations of Starting and Finishing Lines

 (I) Starting line: Yongning Gate Square, Xi'an

 (II) Finishing line: Yudao Square, Daming Palace National Heritage Park, Xi'an (marathon), Xi'an Kaiyuan Square (half marathon), Xi'an Northwest University (mini marathon)

IX. Competition Rules

(I) All participants shall follow the latest competition rules of the International Association of Athletics Federations and the regulations on this event adopted by the Chinese Athletics Association.

 (II) Under the Circular on the Participation of Disabled Players in National Marathons and Relevant Events issued by Chinese Athletics Association, those who qualify for the event are allowed to participate in this marathon.

 (III) Starting: zoned. Participants are grouped into the particular zones according to the PB in the marathon or half marathon that was published on the China marathon information platform before July 31, 2018 (inclusive), where they shall gather.

The organizing committee will have in place the roll-call and time recording carpet, and the player shall enter only the designated zone. After the event starts, the participants are required to go through the roll-call carpet, and the time recording carpet, otherwise the result is invalid.

(IV) Starting: one shot of starting gun for all events.

(V) Timing:

1. Induction timing is used for the marathon and half marathon events. That means the induction time clip is designed to work when the participants pass the starting line (net timing), and min marathon is not timed.

2. There are timing carpets set in the starting line, each 5km point, return point and the finishing line. The participants running in the event shall in order pass all such carpets. The participants who complete the race ahead of the cut-off time, but with the split time missed at any of the timing points shall be disqualified from the ranking.

3. Timing chips are distributed together with other competition items like bib number in the competition equipment distribution site. The clips used in this event are disposable and requires no deposits or recycle after the event.

(VI) Cut-off distance and time:

For the sake of the safety of all participants, the roads involved will be closed to traffic at a rolling time. Each section of the competition route is set with a cut-off time, and after which, the relevant timing carpet is designed to cease working and the road is re-open to traffic. Those participants who fail to complete their race shall immediately stop the race and leave the route against any risks. The participants who withdraw from the route may take the Marathon cars along the route or take the public transportation services to the finish area.

(VII) Bag storage and pick-up:

All participants shall store personal belongings by the bib number, and After finishing the race, participants shall go to the respective area to claim the stored bag. The organizing committee will not check the items put in the participants' bags, and therefore shall not accept any complaints by the participants about the items stored, or not be liable for the lost or damaged items. Please do not put valuables (such as mobile phone, identification documents and cash) in your storage bag.

Please be noted that the bag pick-up will be available until 7:15 (Beijing Time) on the race day, according to the organizing committee. The participants of the half marathon shall be by 11:30, and, 14:30 for marathon participants, claim their stored bag at the designated areas. The participants who fail to claim within the required time may contact the organizing committee for post within 5 working days after the event, but the postage shall be borne by the participants. If the bags are not claimed after this time, the organizing committee will dispose them.

 (VIII) Medical aid:

1. Medical aid stations are set at the start area, along the route and the finish area.

2. AED first aid service will be provided by the organizing committee along the race route as well.

3. Medical volunteers, assigned by the organizing committee along the race route, will assist with the medical aid, and safeguard the race order. Participants may ask for help from them when needed.

4. In the race, where a player loses consciousness, the organizing committee shall commission its medical staff and first aid volunteers carry out the first aid measures, including but not limited to CPR, AED, and prompt transfer of the affected player by rented vehicles or aircrafts. But the resultant legal responsibilities and the incurred expenses shall be on the player, and the volunteers involved in the first aid shall not be economically and legally held accountable by law.

(IX) Doping control is conducted under IAAF Anti-Doping Regulations and the Chinese Anti-Doping Regulations.

 (X) Please refer to the Official Manual for more requirements and arrangements of the event.

X. Registration

 (I) Age:

1. The entrants for marathon shall be over-20s (born before December 31st, 1998).

2. The entrants for half marathon shall be over-18s (born before December 31st, 2000).

3. The entrants for mini marathon shall be over-16s

Notes: Juveniles under 18 who sign up for the event shall sign the disclaimer in the presence of their guardians or legal agents on the spot before claiming the competition items.

 (II) Physical demands on participants:

Marathon, as a competitive sports event that features higher load, strength, and longer distance carrying higher risks, is physically demanding for participants. The participants shall be physically excellent by the long-term experience of distance running. Anyone who are affected by following conditions are not recommended to participate:

1. Congenital heart disease and rheumatic heart disease.

2. Hypertension and cerebrovascular disease.

3. Myocarditis and other heart diseases.

4. Coronary artery disease and server irregular heartbeat.

5. Diabetes.

6. Present with the cold symptoms for two weeks prior to the race.

7. Pregnancy.

8. Other diseases disabling the sports.

 (III) Registration

1. The marathon has a limit of 15,000 entries, and the half marathon 10,000 entries. When entries exceed the limit, participants will be chosen by lottery. The limit for mini marathon is 50,000 entries. No more applicants will be accepted after it is reached.

2. Refer to the Registration Notes on the official event website for the particulars of registration method, procedures, participant application instructions and standby as well as withdrawal.

3. Ahead of the event, the organizing committee will remind the participants to log in the official website for their race number.

4. Race Bag Pick-up:

All applicants who qualify for the event may claim the race bag in the location that the organizing committee designates with the originals of their valid ID documents. The concrete time and location will be released on the official website ahead of the race. The race bag cannot be claimed on the morning of the race day, and the participants shall arrange in advance. The participants who fail to participate the event due to some reasons may apply for the postal services except the bib number, chip, event bracelet, and the incurred expenses shall be on the player. See the announcement of the official website after the race for the details about the application procedure. The bracelets shall be worn with the help of the event staff when they claim the competition items, and the bracelets shall not be removed without authorization or damaged until the conclusion of the event.

(V) Registration for the disabled

It shall follow the relevant provisions of the Circular on the Participation of Disabled participants in National Marathons and Relevant Events published on the official website of the Chinese Athletics Association:

1. Due to the limit of the route, this race does not offer the wheelchair event.

2. The disabled applicants (including non-sports wheelchair users) shall qualify for the events of 2018 Xi'an International Marathon in terms of the age and physical conditions, and pay the registration, and be subject to the lottery when the entrants exceed the limit.

3. Ahead of racing, the visually/audio/mentally challenged participants and the more serious shall gather at particular zones for roll call with the regular ones. In order to ensure the safety of the non-sports wheelchair participants and other participants, the wheelchair participants shall gather for roll call in the zone designated by the organizing committee.

4. In order to ensure the safety of all participants, visually challenged participants shall be accompanied by a runner throughout the route, and it is suggested that other disabled participants and the non-sports wheelchair users should be accompanied by runners. The accompanying runners may be selected from the registered participants, and they may be applied with the organizing committee.

(III) Special Awards for Chinese Participants:

(IV) Where a Chinese player seals both the ranking award and the special award, the player shall be awarded with the one with more cash.

 (V) All above-mentioned awards are subject to a 20% personal income tax. The cash will be awarded 30 days after the race day (the participants who are selected to receive doping check will be awarded after the result is due).

 (VI) Top 3 male and female athletes will be given a trophy and a medal.

 (VII) The participants who finish before the cut-off time may with the bib number and event bracelets claim the post-race package , medals (marathon) or memorial medals (half marathon).

 (VIII) Mini marathon:

No result or ranking.

 (IX)  All finishers check results on the official website 24 hours after the race. And the top 20 finishers may the download finisher certificates. Split time, gun time, net time will be listed in the certificate. Result will be disqualified for final ranking if there is any split time point missed.

 (X) Within 5 working days after the conclusion of the race day, the results will be made public on the event official website, and where a player raises objections to his/her result, the player in question may present the organizing committee with strong evidence. Top 20 entrants of every event can download their certificate on the official website after the publicity period.

XII. Punishment

The Organizing Committee will video the starting line, entire route and finish line.

 (i) In case of masquerading, fraud for  race rank and bonuses, racing with two or more than two timing chips (the score error of the two sensors at the timing point is less than 0.1s), forging the number cloth, racing in relay, the entrants in question will be punished by Xi'an International Marathon Organizing Committee and Chinese Athletics Association.

1. Following punishments will be given by the Organizing Committee:

1) Cancel all relevant violators' scores and ranking in the 2018 Xi'an International Marathon;

2) All relevant violators will be banned to participate in Xi'an International Marathon for life;

3) The punishment results will be published on the official website of the Xi'an International Marathon.

2. Following punishments will be given by the Chinese Athletics Association:

1) Announce the list of all relevant violators and prohibit them to participate in all races authenticated by China Athletics Association within two years;

2) If the relevant violator during and after the punishment term recommit similar violations, they will be banned from participating in all races authenticated by China Athletics Association for life.

 (ii) Participants will be punished as disqualification from the Race and race result immediately, race suspension, barred for race for 1–2 years, barred for life by the Organizing Committee and Chinese Athletics Association may put additional punishments if participants committed any of the followings:

1. Misrepresentation on age when registration;

2. Concealment of physical illness;

3. Failing to wear the number cloth and the race bracelet as required;

4. Racing ahead of the starting area of the non-registration events not in the prescribed starting order;

5. Failing to follow the start order and commit a false start;

6. Athletes whose coaches and agents take any transportation means to enter the racing track;

7. Failing to race along the prescribed route, cut off the corner or crash the course;

8. Misconduct as squeezing, pushing, pushing, bumping, or tripping during racing;

9. Crossing the finish line repeatedly to get the post-race souvenir;

10. Failing to complete the whole course but claim the post-race souvenir;

11. Failing to follow with staff order;

12. Disturbing the race order;

13. Other behaviors against race rules.

Consequences arising during the race from enrolling by misrepresentation or transferring entry to another person shall be borne by the entrants themselves.

XIII. Insurance

Insurance will be provided to all participants and race relatives. The insurance policy shall be subject to registration information and any responsibilities will be taken by participants if they fail to buy the insurance caused of incorrect information.
